turbo boost loss of

i have a 2000 2500 with 135000 . just lately my wife said the booost wont come up when she leaves wook.she said that when she turnes on to the road and accelerates the turbo dose not come on she then has to let of the gas and attempt to accelerate again. most of the time the boost will come up on the secount try. it has a new turbo and the actuator seems to be working. any one have any thoughts on this problem. it is not a constant only when she drives and not all the time when she is driving
