Influx of scammer to Duno

and it really reminds me of mylot a few weeks back. I emailed the admin about some measures he could take to get rid of the scammers, and he told me that he's working on it.
Some of the posts and cheating that's going on is just awful. Some of the members are complaining about the reduced rate per post, but if i were Dan I'd stop the payments altogether until I'd the site sorted out.
What do you guys think will work? I think a lot of things here coud be applied to duno too....

People will post questions, and pay people who answer them (anyone can post a question but you won't get paid for it). People are supposed to give the highest earnings to the best answers.
The prob. at the moment is that some people aren't giving money to the best, but rather the first answers they get, and people are posting stupid questions.
The result of this is that the earnings have been lowered (the max. used to be 20c, no 6c)
