Do the children should have cell phone?

today the world has developed the telecommunication so wonderly that every person have a cell phone in his pocket...
Anybody can call and receive phone when he is on the way or anywhere else..if he\she have cell phone..
Now a days children also cry for cell phone. do they should have it?
