Why is In-N-Out only on the west coast?

If In-N-Out is SO good and the prices are comparable with all the nasty fast food chains, why are they only on the west coast? It seems like you would take something like this and go as far as you could. I hope they are looking to expand far and wide. They have a big new building off the I5 that looks like headquarters so they look like they are still expanding. Who votes for In-N-Out infiltrating the whole US?!
