As terrorism ultimately involves the use or threat of violence with the aim of creating fear not only to the victims but among a wide audience, it is fear which distinguishes terrorism from both conventional and guerrilla warfare. While both conventional military forces may engage in psychological warfare and guerrilla forces may engage on acts of terror and other forms of propaganda, they both aim at military victory. Terrorism on the other hand aims to achieve political or other goals, when direct military victory is not possible. See Source link http://en.wikipedia.org/wiki/Definition_of_terrorism Having given you politically correct statement I would like to add I feel Terrorists are worst kind of cowards who think their religion is so weak that it can be threatend or completely disappear by acts of few non-believers. Regarding American policies on Muslim nations, I think 9/11 has changed a lot of things. Our world is now living under deep fear of uncertainity. Anyone practicing conservative systems of living looks like a potential threat. America being all powerful is acting under fear and anger, I may add blam it on Osama to paint all muslims in the same colour. Good samtarians now have to prove themselvse for no fault of their own. The way such acts are being carried on I fear one day muslim citrizens will have to wear a band like jews under Nazi rule and would be banned from all kind of travels without papers. Already they have to check in at the airports before everyone else. I think America is now taking a take no risk policy on everything. You are either with them or against them , I do not blame them for each country's government first and foremost priority is to safegaurd its own citizen. They may be wrong but Muslims themselves have handed the rein to them now we just have to witnness the outcome of this one.
