Has anyone ever had a problem with paypal when i try to pay my ebay items it says and error has ocurred while proccesing your pay for ebay items

i am also getting the error when i tried to add my debit card on paypal.

I had to pay with echeck because i couldnt pay with the other method and its goin to take longer because it sually takes 3 or 4 days to clear
