No Qatar never become like Dubai. Its not freindly country like dubai to do business.

I do think Qatar could become as international as Dubai - it has a long way to go before it does but it is definitely on it's way! At the same time as needing tourism to make money from the travel side of things the country is nice as it is with less tourism as it seems more natural and also it is pleasant to have the atmosphere of it being more laid back and not just about getting tourists in. However a great place and will surely soon be a real competitor for Dubai's tourism!
