what is the google's policy????

i am regular user of google but still confusion about google advertisement policy .when you search let say word it search page related with that word as well it also display advertisement related to that topic where we get more traffic to get exact what we need so most of the time we didn't click over the add.although we get everyhing from google it also lead us to deferent world.....why???
