Based on my professional experiance with several different type of contractors, I can say this:
General Contracters can either be a company of contracters who do many types of contracting jobs, from electrical to plumbing, to painting, to drywall, you name it. Indivuduals who are licensed, can also this alone.
Construction Management is usually a company, or department that handles the planning and purchase/deployment of materials for large projects. Then, General Contracters come in and actually do the work. Construction Management companies whose clients need BIG projects (like a skycraper) will be in charge of hiring the architechs, the interior designers, and all the different crews of General contractes needed for such a complex build.
