If you think he is please refer to Genesis 6:6-7 which says
And it repented the LORD that he had made man on the earth, and it grieved him at his heart.
And the LORD said, I will destroy man whom I have created from the face of the earth; both man; and beast; and the creeping thing; and the fowls of the air; for it repenteth me that I have made them.
From the versus above, we can see that the Lord in the Bible is so regret that he had created the world.
But if you look at John 3:16
For god so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.
If you look in Genesis the God was so repented for creating the world, but then he so loved the world. Is the god confused or something ?

No, God is not confused. The Words of Jesus are the definitive and final Words which interpret everything else in the Bible. Just because God is reported to have repented for creating mankind does not mean that He acted upon that thought .. obviously not, since we are still here.
