I have really wondered whether we should force our children to study if they do not want to study despite all our efforts. The more we try to motivate them, the more they want not to study. Should we really force them?

When you have a child, you are taking on a committment to ensure they grow to be responsible, productive adults. That includes many areas and aspects, one of which is ensuring their education.
If a parent does their job properly to begin with, and enforces the concept of working hard and the incentives of doing their best, then a parent will never *need* to force their kids to study, it will come naturally. However, if it comes down to it that your child doesn't want to, then yes, they need to be motivated, and parents need to require that motivation.
As their parents, and knowing that an education is essential to achieving in life, it's our responsibility to our children to ensure they do their best ... even when they don't want to.
