Is the criteria for gaining a blue disabled parking badge too easy?

I was wandering do people think the criteria for gaining Blue disabled parking badges too easy? I have heard from disabled people that it is a long and drawn out process, But there is alot of disabled badges being used in my town for workers parking in disabled badges all day. Whilst I cannot judge their circumstances I have seen some come back to their cars and they are young fit people who may have a disability which is not easily noticable, but I would highly doubt it. I also see children using their mother disabled badges to get free parking near to the town which is a complete misuse of the badges. Also who is the authority for misuse of the blue badge scheme, is it a police matter? or a local authority matter? Any Comments would be gratefully recieved
