Government's Role in Educating India!!

Indian Government is planning to Spending a lot of money on building new IIT's and many Reputed institutes.
What if the whole funds spent on the Education of Rural people by Establishing schools.If we have a strong foundation,then a
large Nation can be built....

yes you are right..but there has to be good institutaions like IIT's...i think its better if govt. spents 50% for good schooling & another for another best instuties......
