Why would they bring in a Huge character like Silver Surfer?

Can someone tell me why the heck they would name the next Fantastic 4 movie, The Rise Of The Silver Surfer. This character is worth his own movie. Why bring such a prominant hero into a storyline that hasn't even really begun itself? I mean "part 2" to the fantastic 4 should concentrate on it's many super villians, as well as thier relationships. The first movie was a lot of the Thing crying about his looks. Can a planet eater such as Galactus really be in this movie? He would take the storyline to a whole new level. By the way, it looks like thier just going to battle the second Terminator with a surfboard.
