UFO'S: Which country would they talk to first??

I think it would depend on how they're monitoring us. If it's by way of our technology, I say they'd go for Japan. Japan is definitely at the head of the technological department. Medicine? Either America or India. If they judge intelligence by literature, I think they'd make contact someone in Europe. It all depends on what they deem to be intelligence and how they measure it.

I'd say the United States. Since the US is Earth's Global Policeman (Globocop), they would mostly be our Global Spokesperson as well :) However, if the aliens come on Dec 21, 2012, Donald Trump might be the US President then. The Donald will speak for all of us Earthlings? President Trump: "If you aliens don't give us technology, YOU'RE FIRED!" hahaha Have a nice day everyone :)

For me England and USA seems to be countries with the most ufo sightings.

I think they would go to Germany, simply because the level of organization and technological structures within that country is at highest in a world scale level.
