Ideal Number of Children to Keep the World Go On

While many countries are facing the problem of population explosion, some of the countries are devising ways to increase their population. Recently I came accross a news item in which the German Government was quoted to have enacted a law to give a huge incentives to those who give bith to a child on or after January, 01, 2007. The news also mentioned that some of the mothers have resorted to medical advice to delay the birth of their baby, till January 1st and the hospitals are gearing up to cope up with the unprecedented number of child births likely to take place around that date. How do you see this anomaly. What should be the ideal number of children for a family to ensure the human race continue infinitely.
