No, I don't think that saying is true at all. A dog normally barks when it's alarmed about something, or as a warning to you to keep off of its territory. If you enter that territory after its warning, it will bite!
They say a dog's bark is worse than its bite, but I don't agree with that! lol

i believe in this punchline that barking dogs seldom bite.
u might have seen that the dogs who r tied in chain inside the house when see a stranger bark too much but when they r let free then they don't even go near to the stranger.
they just keep smelling the stranger and then they get back.
i m sorry in ur case coz this seldom happens
