an abusive taxi driver and a case of overcharging,

It was my first time i rode a taxi from cebu airport the fare was 30 pesos flag down and i think 1.50 pesos per km...when i arrived at the hotel im sure that i saw 175pesos as my fare in his meter but he turned off the meter and told me i should pay him 250pesos instead( i guess he didnt noticed me looking at the meter),i reported this to the authorities(those guys in blue)but to no avail.have you had any experience like this...where can i go to report this abuse...im new here.
