Hurricane Catrina

Just finished watching a documentary about the hurricane Catrina. And i cant help to think that the Bush administration chose to slow the rescue attempts because of the location of the Hurricane. The more i looked at the Documentary, the more sure i became that if the disaster would have struck somewhere else, say in a whiter city the back -up from the government would have been much more sufficient! Instead they choose to send soldiers to defend the States from a non existing enemy! Is it just me or was there a racial thing behind the Catrina screw-up?
