Formatting Hard Disks

I heard contradictory answers from my friends on formatting a hard disk. Few of them says, it affects your disk if you do it regularly. Some of them saying, it doesnt matter, because its just like deleting files from your system. I've consulted with a hardware engineer, but they have got different answers too. No one is very clear on their answers. What you guys think about formatting hard disks, (more frequently or less), does it affects anywayz?
