Should Nibus be punished for Depriving us from watching criket match?

Today i read in newpaper about the proposed move of I&B ministry for bring an ordinance by which all the telecast broadcaster are bound to shared thier criket telecast with public boradcaster doodarshan. I liked this movie because many people in rural area are just dependent on doordarshan for viewes criket and other telecast. I think it is BCCI only that should bring a bidding clause in which it would be madatory of Nimbus and other to make arrangement for criket telecast through out india by tying up with other broadcaster or by sharing revenues so that we criket fans are deprvied of entertainment.I also feel nimbus should be punished for this.
