How should we discourage Money Mongers?

Hope you have seen some people around here, who is just trying to increase their number of postins by giving a short sentence. In what way, we have to discourage this?

That's right that there are lot of money mongers around here. But the best way to make money here is to have some qualtiy postings. One short sentence won't earn anything other than just increasing the number of posts. I have seen some people complaining that they haven't get even 1$ even after having 500 posts. So we don't have to really discourage them, as they will be discouraged soon seeing their earnings. Also don't forget to give a negative rating for them.
