Other People's pets

Do you think it is wrong for people to expect that others will want to 'share' their pets? I have no problems with people having pets as long as they dont want them to be a part of my life as well. Have fairly new neighbours, they have 3 dogs, budiges and a sulphur crested cockatoo. Now the last bird is extremely noisey. It whistles constantly. I think it is lonely and to be quite honest I think it is cruel to have it in a cage. They are social birds moving about in flocks, poor thing I am sure the budgies just arn't the same as another cockatoo. So it is whistling almost constantly with the occasional screaching. Should I have to put up with that? It is driving me crazy..*sigh*
