ebay questions!!! can anyone help me out?? plzzzz

Hey, I have a few questions about eBay. i currently am a new user, but i am having trouble with the rules, and the way things work.
1) why cant i do buy it nows??
2)when i try and submit feedback, it wont let me :(
3)pay-pal payments wont go through
4)i had someone buy but didn't pay!! what do i do!! Anyone have experiences like this one?? help me plzz i don't wana be scammed by them.

buy it nows are something you get as you get more feedback. i am at 30 and i can use it now. as for feedback i am not sure why you cant submit... just try again in the morning. when someone does not pay send them an email... then if nothing then go ahead and put in a complaint for it. how long ago did you sell the item? what payments are you talking about. sometimes ( i did this too) there is the wrong email address in and it may be sending the money else where. just go and check your settings and make sure it is all good. is this a new paypal account... are you verified? that is a huge thing... if you are not verified it will not let you ues it.
