How to improve digital photos?

Do you know some free programs that make your pictures better? For example remove red eyes, make the photo brighter or darker?

Even a top flight program like photoshop would struggle to make your photos look 100% natural www.serif.com have a cheapish photo editor called photo plus that could restore you photos to a good standard. Most digital cameras have a software that would improve your photos or of course there are agencies and photographers that do this type of restoration all the time. They are not always that expensive.
