Lottery from Spain

I have received a letter from Spain telling that i have won a lottery ticket amounting $700k. I got quite shock. But in the letter it said that i need to pay certain amount of money if i want claim it. My brother also get the same letter and he had paid about $500 to the person but it seems that he is losing the money. So, is this scheme true or Fake ?
