Is ebay really safe?

If someone lives in Europe and orders a laptop to be posted from america thru ebay, and after the period passed waiting for the shipping, all the arrives is a fake or imitation, after giving a negative feedback the user cannot really get the laptop or the money back. can we really say ebay is safe?

I think ebay is safe because there is the feedback system that rate the seller's trust. so if you see a 100% feedback of a seller you can buy most of time with no problems. feedbacks is a good think!

I think ebay is generally safe. I have had a couple of issues but it cost about 20 dollars. But I have spent a couple of thousand so not to bad.

Thanx for you comment. but when you lose a little amountn it's still ok, but when what you lose gets to hundreds then it hurts.
