It's pigmentation. Melanin is a pigment produced in the skin cells that causes skin coloration. An amino acid, tyrosine, is converted to melanin through a series of complex chemical steps in the skin cells. This process may be affected by heredity, heat, trauma, solar or ionizing radiation, heavy metals, and other factors. Pigment production and distribution in the body is regulated in part by hormones.

I think what determines a humans color was their parents, the genes, the DNA, and stuff like that, and also the ethinicity and the location... It also affects the hair color and the eye color.
If you want to be white or lighten your skin, I think there's like a process called "bleaching" or something like that, I'm not sure though. LOl

People who live closer to the equator or warmer regions have to have more protection from the sun so they are naturally darker in skin color. People who live in colder regions do not need this so their skin color is lighter. This is the way God, or nature designed us.
