do you pay out for anything?

hi everyone.
if a large well known company rings you for a payment you had not heard of or not expecting, do you just pay it for less hassle or do you question it?
my father had a call this morning from a world known telephone company about a bill he had paid weeks ago and after alot of arguing etc.. agreed to pay a new security fee which was never mentioned before.
who is to know if this is going to the employees own pocket?
your views please!

of course i will not pay it without any doubt,sure i will ask them for the truth and not agree to pay through the phone,i will go to that company office and ask for some explanation.if i really need to pay the fee and it is not cheating,i will pay it and do my duty.if not,i will report to the authority
