cost effective soundproofing between floors

Have bought 17th Century listed building and want to divide into two properties, the lower floor to be seperated. I need to find a way to soundproof between the properties without lifting the first-floor floor-boards. I can take the ceiling down on the ground floor and will therefore be able to start from scratch. I would idealy like to be able to sand the floors above too and this is why the soundproofing seems to be difficult. I know that i can put accoustic foam/material between the floor joists and will have to put up two layers of plasterbaord to comply with fire regs in the UK, but i've been advised to put an accoustic underlay down with carpet on top, ergo no waxed floorboards for me! Can anyone help? It needs to be cost effective!

This kind of complicated house building jobs should be left to the professionals. I think you should consult with the architect and so on. I don't think they will charge a lot if you are not making too many inquiries. After all, if you done wrong on the flooring, you may just cost yourself even more than seeking some other professionals' help.
