whenever i start a new discussion or whenever i post a new discussion i find a star with some number in it, what does it actually mean? and if it is some sort of rating then what happens if it is greater or lower?

That star is your reputation rating, the higher the number the better your reputation on MyLot. The way to raise this rating is by posting quality discussions. When you do this people will rate you using the + - next to the discussion. The more +'s you get the higher your rating goes.
