It really depends on the server(s). I have a great cable connection, and most days I can get a total of 5-7Mbps.
Upload is only 2-3Mbps, but download speed is just "off the hook". A lot depends on the server you download from.

My Internet service provider says that they are giving 2 mbps but I have not got even once anywhere near that mark, the maximum speed i got would be around 250 kbps only. This has been the case with many ISPs, they say one thing but end result is far below their specified speed.

Are you using BSNL Dataone? If so then try these things:
1) Give the modem a direct connection. Phones line should ONLY go thru a splitter.
2) Buy an ethernet card if your PC doesnot have it already and connect the modem to ethernet card..
3) Check the phone line for disturbances. If there is ask BSNL to repair it.
I too used to get around 256kbps initially but after doing the above step am getting 2mbps.
Note that BSNL doesnot provide 2Mbps speed throughout India.

Oh, it is so fast, my download speed is only 1Mbps, and upload is the half -- 512Kbps.

My download speed is 128kbps and an upload speed of 64kbps. Mine is unmetered bandwidth.
