bullying in the schools

My son has been getting bullied since 2nd grade. he is now in 9th grade and it has only gotten a bit better because my son is 5'7 and 163 lbs-he he. He does not fight back but his presence must be intimidating to those that are smaller than he is. Anyway, I was wondering what your districts do to the bullies. Our district obviously has not done much to stop this insane disruption in my child's life. thanks Haley
