15 lbs overweight is not obese. I think it is anywhere from 50+ pounds overweight is considered obese.

It is entirely based on each person's BMI (Body Mass Index).. There's a lot about those in the internet. But it has something in relation to your height and your weight.
For some, 15lbs may be overweight but to others it may not. It specifically depends on how tall or short the person is.

A general rule of thumb is that if you are more than 30% over what is considered "normal weight", then you are obese. If you are 15 to 20% over, you are "overweight". A general rule for calculating normal weight is:
For women, it's 100 pounds for the first 5 feet and 5 pounds for every inch over that. So, a 5 foot 10 inch woman should weigh about 150 lbs.
For men, it's 105 pounds for the first 5 feet and 6 pounds per inch after that. So, a 5 foot 10 inch man should 165 lbs.
This is a general rule. I've heard that 10% above or below that rule is acceptable due to varying body types and muscle mass.
So, for a 5 foot 10 inch woman, she would not be obese unless she weighed over 180 lbs, more or less.

Added on to my comment above - a BMI over 30 is considered obese, 25 -29.9 is overweight and normal weight is 18.5 -24.9.

It depends on your height, weight, age and build. Best indicator is to find out your Body Mass Index - this will give you a pretty good idea - you can find hundreds of sites on line that will work this out - and tell you what you should be for your age etc.
