Paid to click program (PTC) is scam?

Many PTC is scam. I've tried. they even offered US$ 2000/click.. Do you believe people give you $2k just by clicking their advertisement? com'on ....
but there also real PTC program, but payment is US$ 0.001/click, minimum payout is U$ 0.1.
For PTC, there only one rule, if you got paid less than U$ 0.1/click, the program is legitimate.
Anyone who was better experience that I do? do you thing PTC is scam?

I've seen the scam ones as well and I have even had the low ones be scams. You just have to be careful and try ones that at least seem legit. I know the ones I have up on my site http://emeraldislesweb.info are legit. I have been paid by all of them at least once if not more. I don't put them up until I receive the cash in hand. If they seem too good to be true though usually they are.
