Why does working at home program always ask for fee?

Anybody join the work from home program? why do they always ask for fee? and some of them monthly fee. Anybody know legitimate working at home program but no fee involved? or at least the fee is cut from our earning.

I personally would never join anything that you have to pay upfront for. good luck
