17 year old son

I am at my wits end with trying to talk to my 17 almost 18 year old son. He runs around constantly and isn't with people that I really think he should be with. I try talking and he said he knows, said he isn't doing anything, he's not stupid... What does that mean? Then, he said I treat him like a baby because I call to check where he is. NOw, our situation isn't exactly the best either... he currently is living with another member of my family due to financial reasons, so he isn't happy about not having his own room etc. He'll be 18 in a few months. I am not in a position to get a place of my own just yet. Anyone have any advise? I tell him he should be thankful he has a place to stay, family that loves him, I buy him what he needs, give him a little spending money. I just worry that he will get into trouble with the law. I've heard things about these so called friends...
