is giving money to beggars justified?

what do you think? there are lots of beggars now, and they keep on growing in number. sometimes, they use tricks to make people pitty them more, when in fact they're just affiliated with a sindicate. there are times when i feel guilty by not giving out money, but there are also times when i feel that it's just ok to not give them anything. i think that giving them money makes them more dependent to other people and makes them more lazy. what do you think?
