What does "Men's life begins at 40" means? I'm curious.

its all says the real experience of what life is begins at 40 only.. the responsiblity and the problems are all will came at this age only... so all will say that men's life begins at 40.

So, does it mean men's life get all complicated at his 40's? Or like it's the peak of his life?
