Only people with posts over 100 are going to have the star ratings. It shows a user's ratings on mylot. It tells how active a user's been on mylot and how much quality content is posted by the user. In short, for you to have a higher rating you must be good at both quantity and quality posting here on mylot. Mylot also stated that having a lower rating doesn't mean you are a bad user but it just tells that others have been doing better than you.

What is the criteria for each level ???
And do the colors of the stars also mean something ???

The criteria for ratings is that the more quantity and quality of your posts, the more will be your star rating. The colours don't mean anything. They are just different backgrounds for your star rating.
