Its definitely useful for terrorists. They can carefully plan out their activities and look around the particular area for temporary hideouts etc etc

Yes, it is very useful for terrorist. They can plan easily where they will atack with a precision coordinate. They can locate what they want and make bad things for a lot of people that dont have anything of it.
