everytime the mother of the children from our neighborhood is not around I heard crying babies. one time, I got the chance of seeking onto their gate,guess what I saw.. The maid was hanging the boy upside down while crying so loud and the other kid doesn't stop crying because her mouth was full of foods... the reason why I didn't want to tell the parents is that I don't want to get involve with that. because the father of the children was a retired policeman. and I am very sure that if he knew it maybe she got killed.. the question was, Is it right to spank a kid that the reason is to discipline them? does it have effect to the child?

I don't believe hurting a child would help in raising them as better children of the future. Actually, hurting or even scolding them lowers their self-esteem. This will manifest in their daily interactiions with people at home, in school or where ever they maybe.
I think you should do something so that your neighbors would know what the nanny is doing to their children.

yes I believe in you. my mom never hurt me when I was a kid. she also thought me that if Im having my own child never to shout,hurt nor spank them. Spanking is not always the best thing to discipline a child.I believe it will give the child a more hard headed one.right?

First there is a big difference between spanking a child and hanging the child upside down. Big difference. Spanking is usually a couple of swats on the butt that does not leave any marks. It is hand only and does not leave bruises.
You should have called the cops or social services immedietly. That maid is wrong and is abusing the children if she is doing things like hanging the boy upside down in such a way. The parents probably have no clue since they aren't there. So yes since you saw the abuse happen you should either let them know or call yourself.

im thinking that but since my mom don't want me to get involve. I once told the mother but she didn't believe until there is no evidence... Sometimes I want to record it on my cellphone. but I think the maid is now having a thought that someone or the neighbor is having a clue on what is going on inside the house. now, I heard crying from the second floor of the house. since I'm not always around I told our maid to standby every time she heard of crying.

You should have gotten involved. What would have happened if one of the children had been seriously injured? The parents of the child should have been told of what was going on, then tried to get proof, and have criminal charges brought on this person. It's one thing to spank a child, but it's another thing to beat a child. There is a fine line between the 2, and spanking should only be used if really needed. There are other forms of discipline that can be used to discipline a child: time out, take their privelages away, among others.
