Just check there should be some facility to buy Eurorail tickets at a very cheap rate, if you are a foreigner.the same facility is available for Air journeys too. It is similar to what is available in USA - VisitUSA tickets for train and air travel. secondly one can become member of International Youth Hostel Association, or International YMCA membership with these one can find accommodation at $5 to $8 per day single accommodation without breakfast and food.

My advice would be to get a Euro Rail Pass and travel by train...you can pretty much customize your pass to suit where you want to visit..check out the passes by following the link I've provided. http://www.raileurope.com/us/rail/about_train_travel/perfect_rail_pass.htm
Also, rather than hotels you may want to look into staying at hostels, a much cheaper alternative...good luck

i would advise you to go hitch-hiking all over or just go by the wizzair air company, they have good flight offers all over europe.
