Why do women act that way ?

If a man is out in a public place and a lady expose's herself to him (flashs him) they dont make a big deal out of it. A man will ussualy joke and poke fun at the situation But if a woman is out in a public place and a man exposes himself to her (flashs her) She goes all to pieces like a $2.00 watch. Why do women do that ? Cant they just take it as a humorous situation and go on with there business instead of running to the first telephone and calling out the entire 5th precinct ?
