by wearing very low-cut necklines and wearing 10 inches above the knee skirts are "game" types. Is this a correct assumption? Most of my men friends think so.

No, I don't think so but one thing I am sure of is they are inviting trouble. Doing so because it is the fashion of the day is not reason enough, they must be extra careful and sensitive. If they walk alone at night in a desolate street they are very likely to be abused.
