I forgot to say something. Since you love playing games from computer then i recommend Core Duo. If you compare them both from P4 3.02gigHz from Core Duo 1.8gigHz, Core Duo is still fast comparing to P4 3.02gigHz. It increase your game performance to 40%. Since you said that you have a budget on it... go get Core Duo to your desktop! PEACE!

Go for the intel core 2 duo E6600 processor (runs at 2.4Ghz), get an Asus, Epox, or a gigabyte motherboard, get 1Gb of DDR2-800 ram (brands would be either, geil, kingston, apogee), get either a 7800 or 7900 series of video card, get 2 hard drives, primary hadrdrive would be a 120Gb and secondary would be either 200 or 400gb..depending on your needs. Get also a rated 450-500 watts power supply, get the brands like, HEC,enlight, and task. other brands are also recommended by PC websites.

intel is the best, i've tested myself, i've used intel pentium 4 since more than 5 years ago till now, heavily used for surfing, gaming, programming, design, etc, and found no damage or complaints about it.
well, from what i've heard from my friends, intel gives more reliable and last longer performance rather than amd.
Yet the amd is cheaper, and that might be some trade off for it's instability. My sister's boyfriend using amd, and it troubled over and over after 3 years.
another suggestion : make sure that your mainboard/motherboard is compatible with your processor, also choose an adequate RAM & graphic card for better performance.
