how to be frank with strangers to make a relation?

its often we meet new people in our life,some become very closer,some just pass away,i just wanna know in detail that what is the best way to be frank with someone or with strangers.

yes we are traveling in different directions and fate has its way to let us meet people that in some way touch our lives. I think the best way to have a good relationship with a complete stranger is to be honest and give your sincere friendship. just let your heart speak and make him/her feel that he or she is welcome to be your friend.
