Who gave you this figure? I don't think it is correct. We have power and all the other basic amenities available in most of the places in India. Telecommunication have reached to the heart of rural India. I am not taking urban developments into consideration. The whole country is not better connected by a masive highway project. All round development is taking place now. Sometimes I can't believe how my city is changing every day. Communication is one of the top priority of Indian govenrment. Yes there are some problem areas also. But that is common for all countries.
What you have pointed out was true, take about 10-15 years back. But not now. My village had no power about 10 years back. We had water problem in summer times. But now we have 24 hour water/electricity available. This is true for other villages also. I personally visited parts of Punjab, J&K, UP, Southern Indian states, Maharashtra etc. It has changed a lot in the last 10 years. More is expected.

No one knows what china is doing. They collect every cent as foreign exchange and they have already piled up huge foreign exchange reserves. Their countrymen are highly committed workers and they have a authoritarian rule coupled with modern business techniques. They have excellent facility for mass production at cheaper rates, cheapter than any other country in the world. They are largest consumer of steel at present and they are going all out and no wonder if they become super power in a decade's time.

They have a long way to go. Most people in their country study by candle-light, they are that short on resources, and they only have about 190 kilometers of road in the whole of China. But they do have energy reserves that they have not tapped into which if they did would put them on the same par with other leading countries. They will become the leading supplier of raw building material, this has already been confirmed. And they do have billions stashed away. Population size has nothing to do with power.
