Advertising to get referals

I have heard in some discussions that somehow people have a website and advertise to get your referals. Can someone please explain how to do all of this. First how to get a good website and how it should be setup, and second how to get traffic to your website. Id love to try this, but havent a clue about it. All answers are greatly appreciated.

First setup your website and bring good content on there, then put your referrals link on your website. you can generate traffic for free via traffic exchange or autosurf or if you have more money you can buy targeted traffic.

The best idea is bring content about earning money for free, also if you have proof of payment from mylot more better you put on there so people will interested to join it. good luck ^_^
