What time is 12:00 ?

ok, this is a major question unanswered! When is it 12:00 AM and when is it 12:00 pm? it seems ans though it would be both at both 12:00's but it sure is dam comfusing!

Ok theres nothing as 12.00am or 12.00pm. it is always 00.00 after then it becomes 00.01am or 00.01pm in 12hr format!!
